Reviewer: "Letting them choose the base fuel input unit rather than just having MMBTU would be good. "

This would require either putting in HHVs for the fuels ...

Or having it be a user input that the users need to enter.

Could handle the UI like how handled in pre-assessment Fuel-Metered:

This is potentially a bigger lift. Not doing right now
