Should talk this out on a call before starting. There is currently only one project where this can occur: solarPanelsCarPort

If user implemented a project where there are hidden costs that leave them with negative budget at yearRecap, we should delay project effects savings and spending through the following year. If it's also a renewable we'll need to do some calcs on total spent in year and the following year to see if they can ACTUALLY afford to implement.

Should savings dashboard stats still be adjusted in-year if we already know they can't afford the hidden costs?

Option - remove hidden costs. Add in hidden "didn't save as much as you thought you would"
