Describe the feature you'd like
Add new states per Kai's request

What is the scenario where someone would want this feature?
Clears the prefilter before the first flush, and dries the intake at the very end of the sampling procedure. The time of these states need to be set by the user since the intake pipe length changes.

Acceptance Criteria
AC: states exist, can modify in UI, (later) create recommendations based on intake pipe length.
