Actual translation as in 16.0

It seems this is true for all translations in account_financial_report with special characters, other modules in this repo are ok!

@pedrobaeza whom to mention to check this? I see no maintainer for account_financial_report module.

If you provide the fix in a PR for all the translations, I'll review it and fast-track it to fix the problem, which is big IMO. I think it can be extracted from previous versions.

I can do ar.po (270 terms) in a PR this week, but the issue seems to be same for all other languages.

I'm trying to track where this started in commits, but no luck yet.

Also a quick note, I remember first time I've seen this issue there was a message in github stating some utf-16 encoding or some unusual encoding, and I clicked on something then translation showed. I seem not be able to remember to see that click.
