Add check for active / working LTE modem connection

Now @posterzh has moved the LTE detection to use ModemManager over dbus we should add a check in diagnostics to show if the modem is actually getting a connection. This can help to debug bad config setups.

Also ability to adjust the config as in #65 would be great too but probably blocked by #39
