If you specify m1 = Model(Xpress.Optimizer) but don't explicitly set post["Settings"]["solver_name"] = "Xpress", then p.s.settings.solver_name will still be HiGHS and none of the if statements based on solver_is_compatible_with_indicator_constraints will be applied correctly
