COIN's CBC solver is what we currently use for dispatch (and other?) subproblems within the models.
We currently pin the version to 2.10.8 due to known issues and this code is not easily installable programmatically on Windows.
Can we implement a different solver relatively easily that's just as capable?
This would simplify installation procedures.
