UPP Regression Tests on Acorn

I'm working on a UPP regression test for libIFI. The test already works on Hera, but it must also work on Acorn to support WCOSS2 development. (It can't run on Cactus or Dogwood because library development isn't allowed there, and libIFI is a library.) To add the libIFI regression test, I need the regression test static data, which isn't on Acorn. Also, I need to be able to compile UPP on Acorn (#1102)
