Sapwood area > basal area for broadleaf_hydrodecid_extratrop_shrub

When adding sapwood area as a history variable to address issue 1266, I found that sapwood area is greater than basal area for the broadleaf hydro-deciduous extratropical shrub. I was running a regional case with the the old 12-PFT default parameter file (fates_params_api.36.0.0_12pft_c240517) over tropical South America, and the other shrub PFTs did not grow in this region, so I don't know if this is the case for all shrub PFTs.

I don't usually work with shrub PFTs, but wanted to document this for anyone who does. It doesn't make sense to have sapwood area > basal area, of course, but I don't know if it is problem for the model or not.
