Add fail2ban

Create a fail2ban criteria based upon the log entry from

MOTION_LOG(ALR,TYPE_ALL, NO_ERRNO , _("Ignoring connection from: %s"), webui->clientip);

and submit PRs not only to put it into the Motion doc section but also the fail2ban application.

Motion would ignore the hackers regardless but it would also be good to ban them from any other services of server. Essentially have Motion act as a honeypot.
