Is there a way to being able to manipulate the camera with commands similar to the /camera command on bedrock edition. I want to create cinematics for a Java server and I can't seem to find a different mod then will let me do this.

Not currently, but I can mark this as a feature request since that is an interesting idea.

The "standard" way to do this is with ReplayMod, which records everything that happens in a world allowing you to render cinematic scenes after the fact.
