[Bug]: "Learn more" link in Onboarding throws error "access denied"

Describe the bug

"Learn more" hyperlink after the user has backed-up the SRP and continues to finalize onboarding throws error with "access denied". This pre-exists from production builds (present in 12.9.3, 12.10.1, etc).

Expected behavior

Link is accessible and it takes the user to Basic-Safety-and-Security-Tips-for-MetaMask article - https://support.metamask.io/stay-safe/safety-in-web3/basic-safety-and-security-tips-for-metamask/, instead it is sending the user to this one https://support.metamask.io/hc/en-us/articles/360015489591-Basic-Safety-and-Security-Tips-for-MetaMask, with error showing.

Steps to reproduce

1. Create a new wallet.
2. Go through onboarding, including the "back-up SRP" page
3. Back-up your SRP and then arrive at the final page of the onboarding
4. Click "Learn more" link, notice the error
