Add components-compliance.sh in tests/scripts.
Same component (only one) as in Mbed TLS, adapted to CMake.
Remove components-compliance.sh from Mbed TLS (no need to transfer the history).
Adapt test_psa_compliance.py to work for both Mbed TLS 3.6 and TF-PSA-Crypto.

Depends on Mbed-TLS/mbedtls-framework#94 for test_psa_compliance.py to be in the framework.
