Adding comments on applicant

Give the possibility to the superviser to write comments for each applicant directly on the website.
Many possibilities:

• One big comment for each applicant
• One big comment for each step of each applicant
• Small comments for each applicant (each superviser can add his own comments), as a discussion
• Small comments for each step

These comments could be private (be careful in the implementation to not send it to the applicant through the request response) or public, they should be sent to the applicant by email and accessible through the applicant website.
