Edit box scrollback seems partially broken as of 3.9.62

Describe the bug
The edit box is supposed to scroll back previous chat messages when the up arrow key is pressed when the edit box is open. As of the latest version any wow-default slash command no longer is included and is just missing from the history.

To Reproduce
Steps to reproduce the behavior:

1. Say something in chat
2. use a slash command like /target or similar (/target /camp etc, emotes seem to be fine)
3. attempt to scroll the edit box to the slash command, note that it jumps directly to the chat message instead

Expected behavior
I should be able to scroll back to previous commands

Across reloads. It only seems to be built-in slash commands as well. It happily scrolls back through slash commands from other addons, but acts as if I never typed in /target etc.

I think this is a Blizzard change affecting Prat somehow, as Prat has had minimal changes lately.

Quite plausibly! Wouldn't surprise me that they prevented addons from scrolling back macros/protected commands.

It's weird that the original scroll back (eg holding alt and hitting up arrow with no addons installed) works.
