Feature Request: Add Sandia Micro-Benchmarks to Spack and Benchpark

The benchmark suite is available here.
These benchmarks test some slightly different aspects of MPI performance than the OSU benchmarks.
A Spack package doesn't yet exist, so it will probably need to be added to Spack as well.
