Can I maximize the right side only?

I would like to maximize the app on the right side of row. Something like toggle-monocle but only max the height of the app.
Please refer to the image below.

Is it possible to achieve this?

It can be if someone wants to work on this; I don't think this is something I'll work on personally but I'm happy to mentor someone who would like to try and implement this
