Lanka Data Foundation (LDF) Code of Conduct

The Lanka Data Foundation (LDF) Code of Conduct (“The Code”) recognizes that a core objective of LDF is to make public data more freely accessible and process-able for the general public and foster a culture where Sri Lankans use data in all aspects of their lives.

The Code is a publicly available document that may be accessed through the website https://datafoundation.lk/ . It is intended to protect users as well as the LDF organization and brand. It is for use:

  • By our partners and clients.
  • By our leadership and management teams, help them ensure that the decisions they make, the role models they are and the expectations they have of their colleagues take into account their responsibilities.
  • By new and prospective employees and volunteers
  • By the general public.

The Code will be reviewed from time to time and will incorporate comments and suggestions from employees, volunteers, partners and the public in efforts to maintain it and keep it up to date.

This Code does not purport to replace legal advice or provide legal guidance. Partners should inform themselves about relevant laws that may be applicable to the industry or scope of work they are engaging in.

Lanka Data Foundation reserves the right to ask anyone in violation of these terms and conditions not to interact with the LDF site and data, and not to participate in LDF activities, events, and digital forums.

When using this site, you are encouraged to:

  • use provided live sources (API’s) for the datasets as your primary data source, where possible – much of the data provided is dynamic and fluid (although in many cases over an annual or longer period of time);
  • where using our data feeds, please if possible cache the data over a short period of time to reduce load both on your application and our servers;
  • where you cannot use our live sources as the primary data source, please still use the keys contained within the data as the primary or foreign keys within your application, as this will enable you to migrate as simply as possible to up-to-date data and
  • when information is made available; and when you are using your own long-term caches of our data, please refresh the data within your application in a timely manner when a new set of the data is made available;
  • engage with us when something’s wrong – point out any inconsistencies in the data you find, make suggestions about how to improve the service, request new data sources to be added, and tell us about what you have built so we can help to further promote it!

You should:

  • refer back to and cite the origin or source of the data when using it;
  • state clearly where possible about which data is derived from official sources, which is from other sources, and which data is from any calculations you have done.

You must not:

  • use the data towards a purpose or end by pretending to be an official government service;
  • present the data in a misleading or incorrect manner or to misrepresent or change the data;
  • use this site for party political purposes, as the site is paid for with public money so it is not appropriate to engage in party-political activity here;
  • use these materials in or to support a criminal or illicit activity;
  • use these materials on an application to inflame or make comments that are racist, sexist or homophobic, or which promote discrimination, persecution, abuse, or incites violence based on race/ethnicity, religion, sexual orientation, disability or age against an individual/group;
  • misuse the site by knowingly introducing viruses, trojans, worms, logic bombs or other material which is malicious or technologically harmful. By breaching this provision, you would commit a criminal offence under the Computer Crimes Act No. 24 of 2007 .
  • Misuse data provided by the site to breach any provision of the Computer Crimes Act No. 24 of 2007, Intellectual Property Act No. 36 of 2003 (Sections related to Copyright), Electronic Transactions Act No. 19 of 2006 , or any other acts, regulations, circulars, guidelines are related to eLaws and policies of Sri Lanka government in effect at the time of use.

When interacting with our site and data, please adhere to our participation terms and conditions:

  • Be respectful of other users of this site
  • Do not upload content that is unrelated to the purpose of this site.
  • Do not use language that is offensive, inflammatory or provocative (this includes swearing and obscene or vulgar comments)
  • Do not select a username that is offensive, inflammatory or provocative
  • Do not break the law (this includes copyright infringement, or other IP violations, libel, condoning illegal activity and contempt of court)
  • In the course of using the community areas of this site, please do not post personal information – addresses, phone numbers, email addresses or other online contact details – relating either to you or other individuals
  • Do not register more than one user account per person
  • Do not impersonate or falsely claim to represent a person or an organisation. Do not attempt to log on using another user’s account
  • Do not make any commercial endorsement or promotion of any product, service or publication not relevant to the discussion\LDF must safeguard the confidentiality, integrity and availability of information assets relating to its partners, employees and volunteers.

Please note:

  • In cases of doubt regarding the application or interpretation of the Code, matters can be referred to the Board of Directors of LDF for clarification and direction. The Board shall act without delay in such matters. Anyone who uses LDF data and resources from this site will be bound by the determination made by the LDF Board.
