Provide API for geospatial search (spatial queries)

@aashish24 are there any specs/requirements/use cases for this API?

• The idea is to support geospatial query / filtering on datasets that is visible as a layer.
• Another use-case is to filter sources and datasets based on geospatial query. For example user may request "show me all data only from Texas". Then only sources such as WMS or others, will be shown only if they contain Texas state dataset.

This will be done primarily in gaia but we will need some sort of UI to be exposed in Minerva for it.
