Legacy features need to be implemented - or not

There are a number of optional features of the normalizer implementation embedded in RepreZen API Studio - like parameter hoisting and empty collection creation - that we may or may want to implement here. We need to make a decision for each feature and do one of the following:

• Drop the feature from the legacy normalizer
• Add the feature to this normalizer
• Add the feature to a new driver in API Studio that layers legacy features on top of this normalizer
