JSON.jl 1.0 roadmap?

There is some discussion here on the friction for updating to 1.0, mainly on the maintenance cost that would be added when updating to 1.0

Given that the alternative includes never releasing a 1.0 version of JSON.jl I think a plan should be made for the update, or alternatively the package should commit to ZeroVer instead of SemVer
