I want to organize file exchange between the VMWare Workstation Pro 17.5.2 virtual machine (Windows 98SE) and the host. On your driver page, in the section for installing a driver on a VMWare Workstation Pro virtual machine, it says the following:

no VMware additions, because they only contain basic display driver, contain mouse integration driver and tray program which is replacing display driver to VMware default display driver #14. If you want mouse integration driver (but is useless for gaming with mouse) alone driver is listed below. (It was not possible to copy the text normally.)

Is it possible to install only VMWare Toolbox?

As Guest operating system choice Microsoft Windows and as Version select Windows 98 (important).
This is contrary to what the documentation says, but it works, including installing VMware tools and running the 3D application.

Documentation fixed. There were some problems with VMware tool in the past (like corrupt screen, black borders etc.), with current version it should be OK.
