Textbox validation causes crash on .NET 4.0

On a machine with .NET 4.0 installed running a .NET 4.0 WPF application styled with the Office 2013 style, if a textbox starts in an invalid state a XAML parsing exception occurs.

Do you have a simple sample app that isolates and reproduces the issue?

Almost. In attempting to isolate just the problem I think it has to do with data binding and tooltips not working that well in 4.0
