[1.20.1] Cannot modify attack damage on any weapon

So I've been able to modify armor and armor toughness which has proven helpful, however it seems I can't modify attack damage whatsoever regardless of the sword or tool that is being modified.

Been trying to nerf some rediculously overpowered weapons from a mod and it's sadly not working.

using v1.0.1 for 1.20.1
