Not all Reference Target profiles showing up in Profile key elements table

I have a profile where I am seeing target profiles (from references) that show up in the differential, but not the key elements table. I would expect that everything in the differential table would show up in key elements. Also, I would expect that any inherited requirements or target profile reference restrictions inherited from another profile would also show up in the key elements table.
