[BUG REPORT] Workflow failed to fetch repository contents

There are some problems with the current workflow:

• Some repos' contents are failed to fetch Related action log
• Build Documentation workflow need over 5 mins to run which is so slow that can't stand
• Seems that the workflow mannually triggered by other maintainers didn't run correctly.
