unable to start free trial

To Reproduce
Steps to reproduce the behavior:

1. install flex 5.1.2.nightly
2. upload valid SSA
3. start free trial
4. See error

Expected behavior
should able to start free trial and dashboard should launch.

This happens when the user uploads ssa issued from cloud-dev on the flex server where VPN is not installed.
I raised the following issue to address this task : #1737
