Prototype disallowing duplicate submissions

This is a quick exploration of what it would look like to prevent users from submitting duplicate audit reports. For our purposes here, "duplicate" just means any two reports that have the same UEI and audit year (AY).

Outcomes

Preview Give feedback

1. Demo-able rough interface & user flow
2. Demo-able routing logic for each of the relevant scenarios (duplicate detected, no duplicate detected, legitimate resubmission needed, and possibly others)
3. A clear understanding of the full requirements needed to implement something like this
