To perform an audit of a contest, outcomes must be defined, expressed as per-candidates shares of the valid cast votes. When selecting contests in the audit creation dialog, disable any contest without defined outcomes.

In particular, compute the reported outcome by tallying the CVRs (#34). In turn, do this by requiring that all manifests are uploaded before doing any processing (see discussion here: #45 (comment)).
