Server resourcepack not loading

Hey! So I've made a fabric server where I wanted to put my resource pack. After setting up the server.properties

I found out that the resource pack is not being downloaded. I made a fresh server instance just to be sure it is not with me messing around putting mods in. I put the same RP url sha1 etc as in already modded server yet still it did not download the RP for players joining the server. It prompted the download but got stuck in joining screen. After leaving the server, server console had this error:
