I'm not sure I understand the purpose of this job anymore. Does if: ${{ github.ref == 'ref/heads/main' }} mean this would only run on main? How would we apply quilt patches then as main doesn't have quilt patches? I think we want this job to have the old #70

  pull_request:
    branches:
      - 'ubuntu/**'

definition, right?
