Kuzah Hpirohpon shop empty

When i click Kuzah Hpirohpon at the Clothcraft guild store, it lags for a few seconds then the shop loads with nothing inside of it.
The other NPC Meriri still works fine.

Same with BC Guild NPCs
Retto-Marutto's shop does not work, but Shih tayuun's does.

Noticed that the shop works if someone sells something to the npc, but only shows what they sold.
