I encountered this issue back on December 9th, but due to the holidays and being out of town I was delayed in posting a bug report so apologies if it was fixed already in the Dec 16th patch.
I was running through Sacrarium attempting to do a quest when Old Professor Mariselle was running down the tunnel and ganked me:
I watched him run through the tunnels for about 10 minutes before I left (screenshot 7~ min after I died):
I believe that popped NMs should despawn 3 min after going idle. However, for the 10 min I was watching, he was pathing on this route:
Assumption is that he was unable to return to his spawn point because of the door and got stuck so he was just permanently roaming rather than despawning.
I saw a similar issue back in August when I was helping do a Swift Belt run. I was the first into the zone and ran to the Elvaan room and just saw Luaith standing outside the room in front of the door:
It took 15~ min for the rest of the party to get there and he stayed up the whole time and we killed him. I believe this one should have also depopped after 3 min of being unclaimed.
Like with the ghost, I assume this is because he couldn't return to his spawn point. Conclusion: Doors are OP?

There was also this post in the is-it-a-bug channel on discord back at the end of Nov, possibly related since this spawn point is also in a room with a door right outside? I dunno.
