I wanted to exclude some files from the project root yet still exclude node_modules.
For now there's no way to do this so gitignore-to-glob cannot be relied on for files in the project root.

Maybe passing a blacklist of directories to omit instead of a whitelist of directories to check would solve the case?

This might be a good idea.
