We would like to install this python library in 24.04 at a system-level since we have a lot of usages.

Support installing this python library using apt, like
apt-get install python3-datadogpy
in Ubuntu 23.04+
Describe alternatives you've considered
We considered using virtualenv for each use-case, but we use this library in a lot of scripts that its much easier to install it at system-level.
We considered using pip install --break-system-packages, but seems like a brittle solution.
