[Feature] Add configuration options for the Exchanging and Constructor's staves like the workstaff #277

The Exchanging staff having the following configurations would make it much more enjoyable to use.

Width Constraint
Height Constraint
Contiguous mode and Non-Contiguous Mode
Destroy Mode (destroys the block that was exchanged with instead of collecting it)
Surface vs Volumetric mode. (Only affect the exposed surface instead of changing all blocks below the surface)

Builder's Staff would probably find use from some of these options too.
