Prior / Likelihood penalty for orbit crossing and indistinct periods #360

In multi-planet systems, radvel is flexible enough to allow orbit crossing and indistinct periods (i.e., P1/P2 ~1). It would be nice to build in a prior (or other form of likelihood penalty) that disallows clearly unstable orbits.
