Resolves #721

See https://github.com/BeaconCMS/beacon_demo/pull/24/files for the results of creating ProxyEndpoint + a new site

Uses igniter to create two mix tasks:

  • initially set up the ProxyEndpoint which allows multiple endpoints in Beacon
  • create an additional endpoint in Beacon

Unblocks #687 and #700
