New site generated default page rendering issue

I followed the instructions for a new site and when I visit the url the default Beacon page is not rendering the background all the way to the bottom. See:

I highlighted the text so you can see it is there but just the same color as the background

For extra context for anyone working on this task, that page is composed of some CSS rules and a static HTML. You can find them here:

I'd suggest creating a static css and html locally first to ease the development and then copy the content over later.
