Problem:
Procurator Squad Incorrect point value for 2nd and 3rd Procurator

Expected:
The Procurator Squad may take up to 10 additional Procurants for 15 points each.
A Procurator squad that includes ten models may upgrade a Procurant to an additional Procurator for 40 points, and a Procurant squad that includes fifteen models may upgrade two Procurants to Procurators for 40 points each.
2nd and 3rd Procurator point costs do not account for the initial +15 Pts from the additional Procurants that they are upgraded from.
