Not able to paste an action in logic apps

Describe the Bug with repro steps

create an action, copy it and try to paste.. It doesn't appear in the context menu

There should have been a point where your browser asked for permission to access your clipboard. Sounds like you likely denied that so the app is unable to get the action from the clipboard to paste it.
